The Government of Manitoba is training 150 institutional safety officers to patrol health centres in the province. These staff are licensed security guards with additional legal authority and training. They begin work at Winnipeg’s Health Sciences Centre in April, and three other hospitals in Brandon, Selkirk, and Winnipeg over the next three months.

Research Manitoba has renewed its partnership with Mitacs, a not-for-profit that connects researchers with local companies through internships. Research Manitoba is contributing $4.8M over three years, which will cover more than 400 program internships.

Staffing shortages in rural emergency rooms resulted in numerous closures last year. Four ERs closed indefinitely, while other closures lasted just a few hours, days or weeks. In total, emergency departments across the province were closed for more than 80,000 hours, or 3,348 days, in 2023.

Beauty retailer Tiber River has closed its last remaining retail location, in the south end of Winnipeg. The company closed its Academy Road location in 2022, and in 2023 ended a program where ambassadors sold its products for a 30% cut of profits.

The City of Winkler has contracted Penn-Co Construction to build its new wastewater facility. The $56.7M project includes contributions from the federal and provincial governments as well as the city. It will take about two years to complete.

Whiteriver Logistics has begun construction on a second facility in west Winnipeg’s CentrePort business park. Phase one includes a 50,000-sq-ft transportation hub, and plans are in place for a second building of similar size. The transportation company currently runs 90 trucks and about 120 trailers.

Winnipeg’s housing market is on the upswing in the first quarter of 2024, with an 11% year-over-year increase in sales of residential detached homes. Dollar volumes for residential homes also increased, by 19%. Home sales in 2023 were the lowest in the previous five years, and prices were also on the low side, according to the Winnipeg Regional Real Estate Board.

The construction of a $94M recreation facility in Winnipeg’s Waverly West neighbourhood has been put on hold due to rising construction costs. Plans for the project include three gyms, a running track, and fitness facilities. It was originally scheduled to begin construction in 2022, but has been delayed until at least 2025.

The number of food trucks operating on Winnipeg streets has declined since the pandemic. Winnipeg has issued just four food truck permits for city streets so far in 2024, compared to nine last year and 25 before the pandemic.

The provincial government is providing $6M to the City of Winnipeg for upgrades to Mollard Road, near West St. Paul. The City will repave the road and construct a walking path, which will make it easier to access a new building in the area opened by the Sikh Society of Manitoba in 2021.

Manitoba’s spending on private agency nurses may hit a record high in 2023-2024, with $56M already spent in the first nine months of the fiscal year. The Province relies on agency nurses to fill staffing gaps, particularly in smaller rural health care centres. Spending on agency nurses totalled $60M in 2022-2023.

Manitoba has resolved its lifeguard shortage, with the number of trained and certified lifeguards now back to where it was prior to the pandemic. The City of Winnipeg ran free training programs in 2022 and 2023, and hired nearly 200 new lifeguards last year. It is now on track to offer swim lessons to a record number of participants in 2024.

The Government of Manitoba is providing a total $375,000 in grant funding to 34 child care facilities across the province. Funds can be used for repair and maintenance projects, wellness programs, professional development, or enhancements to existing programming.

    • The Wuskwi Sipihk First Nation north of Brandon is completing renovations on Brandon’s former Greyhound bus depot to improve northerner’s transportation to Brandon and thus expand education and economic opportunities. The Wuskwi Sipihk First Nation is a co-owner of Mahihkan Bus Lines which will operate out of the bus depot, providing job opportunities for First Nation members.

    • The City of Winnipeg’s 2024-2025 budget includes $600K for the Community Connections space at the Millennium Library until December 31st and no funding afterwards. It is uncertain at this point if future funding will be provided from another source. Meanwhile, the City approved a proposal to increase staff numbers in its permit department. In St. Boniface, the Windsor Park pool will be open this and next summer, while the Happyland outdoor pool is expected to close.     • The Manitoba Veterinary Medical Association is offering a program to train non-veterinarians to vaccinate and deworm cats and dogs in communities that have historically lacked access to those services. The limited access vaccinator program will send licensed veterinarians to remote and northern communities as well as all First Nations in the province, training people to deworm and administer different vaccines to cats and dogs.

    • The Government of Manitoba is increasing the minimum wage by 50 cents on October 1 to $15.80 an hour. The new wage is based on a formula which ties annual wage increases to inflation.
