<p><strong>Are you an experienced operations manager</strong> with an <strong>engineering background</strong> that has <strong>worked in a municipal setting</strong> for more than five (5) years? The Township of Champlain is seeking just such an individual to fill the position of Director of Infrastructure on a full-time, permanent basis.</p><p></p><p><strong>Position Summary</strong></p><p><em> </em>Reporting to the Chief Administrative Officer, the Director of Infrastructure provides leadership and strategic direction to a portfolio of operations services to maintain and enhance the Township?s transportation infrastructure, water and sewer services, facilities, and dry waste disposal site. The Director is responsible for policy development, program planning, fiscal management administration and operational direction for all services within the Public Works Department. The Director plays a key role in ensuring service delivery is provided in a customer focused and efficient manner to achieve standards established by Council and provincial legislation. The Director is responsible for ensuring integration with other departments, manages risks and protecting the Township?s assets.</p><p><strong>Duties and Responsibilities </strong></p><ol><li>Develops, implements, and administers departmental policies, programs, projects, procedures, systems, standards. This includes the implementation, update and enforcement of applicable municipal by-laws and Provincial legislation.</li><li>Directs the Planning, Design, development, and maintenance and upgrading of the Township infrastructure, including but not limited to Roads, Water systems, landfill, waste collection and disposal services, facilities, sewage systems, and utility infrastructure.</li><li>Provides expertise and departmental input to council and other departments at meetings, presentations and in written reports. This includes attendance at all meetings of Council and Senior Staff.</li><li>Directs and manages the contract lifecycle for services and projects through third parties, from design, Council approval, construction, inspection and budget oversight</li><li>Contributes to the Township?s senior management team in establishing goals and objectives in developing and implementing township wide policies and programs.</li><li>Manages the financial resources of the department, including preparing long term plans, budget proposals, operational reports, project monitoring reports, and operational reports Prepare estimates and administer the department?s operating and capital budgets in compliance with Council?s guidelines and policies.</li><li>Directs the Human Resource management of the department, overseeing the full range of HR management functions and responsibilities including but not limited to recruitment, occupational health and safety, training and development, performance management and Labour relations.</li><li>Represents the Township, ensuring positive relationships with the external entities such as the public, senior representatives of other municipalities, agencies, other levels of government. This may include serving on external working groups or committees.</li><li>Performs other duties as directed, and undertake special projects as assigned by the Chief Administrative Officer</li></ol><p><strong>Qualifications </strong></p><p>Language: Strong command of the English language is essential. Bilingualism considered to be an asset.</p><p><em> </em>Education and Certificates<strong>: </strong></p><ul><li>University degree in Civil Engineering or related field. A C.E.T. designation or an equivalent combination of education and experience will be accepted.</li><li>Must have a valid "G Class" driver?s licence.</li><li>Must have a clean driving record.<ul><li>Must provide a satisfactory Police Criminal Record Check (condition of employment).</li></ul></li></ul><p>Required Experience and Abilities</p><ul><li>5 years municipal experience in a public works or an infrastructur- Location Vankleek Hill, ON
